PALILULA SPECIAL FEATURES AND COMPARATIVE ADVANTAGES

Mayor of Nis Prof. Dr. Zoran Perisic, after the call of the president of Palilula Municipality Boban Dzunic, visited Palilula Municipality and with the authorities spoke about the current issues of work and further development of this organization of local self governement, cooperation with the authorities and authorized departments of the City, as well as about the realization of capital investments and realization of common projects. This first meeting started with exchanging presents `Palilula Monograph` and `Lexicon of Nis`. Press conference proceeded.

Palilula is not the first Municipality that sent me an invitation, but the first one I am visiting – said Perisic. Palilula Municipality has its feature that, first of all I have to say, goes from one good hand to another. With this visit I would like to show that the work of the City Council and Administration in this mandate over decentralization of authorities will be much more on the service of the citizens. We will do anything to transfer the authorities to city municipalities and further to citizens in local communities. We hope that this process of decentralization will succeed in the coming period.

Mayor Perisic emphasized that in the recent 50 years one direction of population migration has been active all the time – from village to towns. In the projects that new Government of Serbia presented, it is expected that the agriculture will take special place. Palilula Municipality clearly over the projects in this sphere will be able to find its interest, make its own rural surroundings more attractive also for those who are living there.

According to president Boban Dzunic words, Municipality is the first step between citizens and solving their problems, but having in mind integrations that currently are present in municipalities, everything is in one circle. Our wish is to cooperate in one good and quality way with your instances of authorities and that was a good reason to send the invitation to our Mayor to visit us. There is a great number of infrastructural works that has been started in Palilula but for the current financial situation there is not the possibility to complete those investments. Problems that we daily meet are social and communal nature. The fact is that in the territory of Palilula Municipality live about 47 users of the services of the Centre for social work that proves –emphasizes Boban Dzunic. Thanks to our project that was supported by EU – support to socially jeopardized people` are empowered the capacities of Administration of Municipality and significantly increased the number of those who are in the need for help. We will proceed doing this. We will work on the matter to employ somehow those are socially jeopardized and earn for life not waiting for the others help. Estimate earnings per employee in Palilula Municipality without taxes and contributions with fifth month were 29,514 RSD which puts this Municipality of Nis on the bottom of local governments with lowest earning in Republic of Serbia.

After the meeting with journalists, the meeting with the Head of Municipality Bojan Ilic and chiefs of departments was organized. Mayor was introduced with current financial problems of Palilula Municipality, structure and number of employees, project activities, work of communal inspection. Mayor also visited the departments and offices spoke to the members of Municipal Council and Secretary of the Assembly. Palilula Municipality, according to the opinion of Mayor Perisic has to put efforts for the development into two directions: improvement of infrastructure and improvement of life of people living in rural Municipal parts. Municipality has to be transparent citizens service. These are certain general things from which we start – emphasized Zoran Perisic. You cannot expect the answer to all the questions, since I have just taken over this function. In this moment I can promise that from November 1 Public enterprise Directorate for city land development will complete all the started works on Palilula that were stopped for the lack of financial resources.

Protocol of the visit of Palilula Municipality completed with the visit of the complex Nis Old Cemetery `Gorica`. From the middle to seventies of the last century, it ceased with functioning and it has been active since as park zone or pedestrian zone. On this graveyard are also very valuable monuments of historical and artistic values and certain are also under the protection as goods of cultural and historical significance. The Assembly of Palilula Municipality started the initiative to pronounce this location Memorial Park. After three decades of `resting` after the initiative of the Municipality in 2008 it was offered the project of conservatory restoration works on the adaptation of Old Cemetery that is equipped in cooperation with the Institute for cultural monument protection in Nis. In 2009 and 2010 the works of restoration were completed, also of organized cleaning of space and works on eastern gate and then in 2011 and 2012 the activity on the Reconstruction of West gate and part of the fence of complex `Gorica` Old Cemetery. According to the words of Boban Dzunic president of Palilula Municipality, the general objective of this project is permanent protection and preservation of cultural complex Old Cemetery`. The things that have been completed so far with the efforts of Palilula Municipality and City of Nis has to be completed with the lights and paths and then matters of preservation and video supervision-supervising service. In other case, the money will be totally wrongly invested.

Not being satisfied is just mild expression of the things I am feeling right now. The state I found today, I am just without words, emphasized Mayor Perisic. `Gorica` cemetery is ruined and the thing that is not recognized here is the city interest. I am sure that with bigger help of communal enterprises everything could be different. The descendants of the people who are buried here, our Nis citizens, are alive. Everywhere in the world reminded Perisic cemeteries are strictly protected areas. I spoke to the president of Palilula Municipality and we will see which legal possibilities can help us to give the status Memorial park, which will estimate other type of maintaining. `Nation that does not respect its own history and past shall not have its future`. Is it possible that we do not respect the graves of our ancestors.

Palilula Municipality is responsible organization of local self government of the City of Nis from its founding in 2004, it is said on this occasion is directed to the improvement of quality and conditions of life in accordance with high standards ISO 9001:2008 that provided better communication with all citizens categories. Palilula is the first one in the city that adopted Strategic analyses –Strategic plan of development. Then the Strategy of development of small and medium enterprises and entrepreneurs of Palilula Municipality 2009 – 2013 with the support of the donors from the project Center for entrepreneurship was opened.
